A strong business sector is essential to the long-term success of Oakdale as local businesses provide jobs and grow the tax base. The City's Business Retention and Expansion program offers support to local businesses through personal visits and assistance programs. Oakdale offers a number of financing programs to local businesses, alone or in partnership with other local financing organizations.
Building Rehabilitation Loan Program
Low-interest financing for commercial and industrial properties for qualifying structural, exterior, site and energy efficiency improvements. Loan maximum of $50,000, dependent on project size. Minnesota Property Assessed Clean Energy (PACE)
The City offers MinnPACE loans to local businesses for qualifying energy efficiency or renewable energy projects in partnership with the Saint Paul Port Authority. Visit the Saint Paul Port Authority website. Loan repayment is collected through a special assessment on the property, and is structured for an immediate cash savings. Open to Business
Are you thinking about starting your own business or are you currently operating a small business and interested in technical assistance? Oakdale has partnered with the Metropolitan Consortium of Community Developers (MCCD) to offer the Open to Business program. This program provides free assistance from MCCD’s expert staff, customized to meet the specific needs of each entrepreneur. Open to Business advisers can also identify borrowing needs and access financing options. Visit the Open to Business website. In partnership with the Saint Paul Port Authority, businesses can access Trillion BTU loans for qualifying energy improvements. Loans are structured to be cash flow positive, with up to 100 percent financing available. To learn more or apply, visit the Trillion BTU website.
The City works with Washington County Workforce Center Business Services to provide personalized solutions for workforce hiring and specialized training needs. For more information, please contact City staff.

Generation Green Building Program

Green Lease Addendum Template
Multi-tenant buildings may have difficulty investing in energy efficiency improvements due to the split incentive between building owner and tenants. View the Draft Green Lease Addendum (PDF) for building owners and tenants to use to equally share in the costs and benefits of energy improvements.
