Pawnbroker / Precious Metal Dealer / Secondhand Goods License

The City licenses those wanting to operate a pawn shop or deal in precious metals or secondhand goods in Oakdale. 

Licenses for a Pawnshop Dealer, Precious Metal Dealer, and Secondhand Goods Dealer are valid for a year from the date of issuance.

Application Requirements: New

  • New License Application (PDF) - All business partners must complete an application.
  • Supplemental Form (PDF) - Must be completed by applicant’s spouse, officer, person in charge of premises, or any person(s) controlling or owning an interest in excess of five (5) percent).
  • Payment of $315, payable to the City of Oakdale  - Cash, check, Visa, Discover, and Master Card accepted. To make credit card payment, please call 651-730-2739.

Application Requirements: Renewals

Current license holders must re-apply annually, two months prior to the expiration date of their license.

  • License Renewal Application (PDF) 
  • Supplemental Form (PDF) - Must be completed if there has been a change in manager from the prior year

Licensing Process

The licensing process for a Pawnshop Dealer, Precious Metal Dealer, and Secondhand Goods Dealer license applicant may take up to six to eight weeks. A background investigation will be conducted by the Oakdale Police Department and a report provided to the City Council for their consideration.
